is 39" the widest part of the table, or the narrower part of the glass top?

It's at the same time both. Glass is biggest part of the table and shorter rectangular side of it is 39. Thanks.

Did you guys know if there is any liquid to clean the chairs since it's not a real leather.

Of course it is not real leather - real leather is never used for dining chairs. As for the liquid - we can not tell. Unfortunately it is the thing with white furniture, i.e. anything white - dirt and wear are most noticeable on something white. Thanks.
